Coloured decanters of this form are known as 'mells', and this is a typical example. The colour is curious; in some lights (daylight for example) it seems to be a rich turquoise or teal colour, while in other lights it appears more emerald green.
This example never had a glass stopper, but it may have had a mounted cork. Coloured decanters were traditionally used for spiritous liquor, but white wine can well be served from them also.
